There are several small problems with A):
1)that were cut into
The "that were" is wordy and unnecessary.
2)evidence for...complex societies...that were arising is less idiomatic thanevidence that...complex societies...arose
3) Finally, there is no good reason to use the past progressive(were arising ) here--the simple past is more appropriate.
