modifiers generally follow the " touch rule "....noun modifiers tend to modify the closest noun or the noun phrase.....this is pretty much a " cast in stone" concept with few outliers.....where the modifier can jump over n modify a distant noun ( you may refer to OG 12 prob...photon induced x ray emission ), but that again is purely contextual and leaves no ambiguity.
