GMAT Sentence Correction (SC) | San Franciscans of the 1890s mocked the claim that declared

1. San Franciscans mocking (1890) - earlier event
2. within 20 yrs - (within 1910) - later event

Shouldn't 1. have the past participle ("had") rather than 2.

Can someone plz provide insights on this?
