GMAT Sentence Correction (SC) | Re: During the worst years of the Great Depression

Shouldn't the answer be option B. Here is how i came to that conclusion. The present perfect tense is used for actions that started in the past but continue into the present, or its effect is still relevant to the present moment, which is the case with our sentence. So i think B "having propelled" should be the answer. Can any of the experts please clarify?
