GMAT Sentence Correction (SC) | Subject verb agreement in numbers

This is a sentence from editorial section of Nytimes

Those are challenges for regulators in any state that chooses to legalize marijuana.

Above sentense, sounds like chooses referring to state.

What is the rule here, that it doesnot refer to any other noun(or subject) in the first sentence.
