If E then please explain.

C seems best here: citing evidence that calls into question the assumption of the argument

E cannot be the answer as civil engineer is not talking about any unforeseen consequences

ARE YOU SURE OA is E

I think C seems much better as the civil engineer does not talk anything that may result damaging unforeseen consequences

Can you please throw some light on this and explain why the answer is E and Not "C"
