GMAT Critical Reasoning (CR) | Re: Of all the times for the U.S. to be discouraging domestic

D is already mentioned in the paragraph. Aren't we supposed to pick the option that the paragraph is implying - which is C. Also C and D are pretty much the same thing, just worded differently. Please suggest.
