Hi,
We are comparing the hardness of metal power with the hardness of diamond , so we need "that of diamond" ( i.e hardness of diamond)
Choice B & D , compare " hardness" to " diamond "-- hence out .
Choice C says -- more high , we can say the same thing with the word "higher " --- out because of wordiness .
E , also goes off along the same lines as C .
