From a puresymmetry perspective, you would want the sentence to beeither:

The consultant is looking for a cafe where there are comfortable chairs and where free internet access is available.

Or

The consultant is looking for a cafe that has comfortable chairs and that provides free internet access.

In any case, hopefully you are also aware thatrepetition of the relative pronoun isnot really mandatory. So, following is also correct:

The consultant is looking for a cafe that has
...
