GMAT Critical Reasoning (CR) | Re: *700* Students from outside the province of Markland

Folks , I have one doubt regarding option E - per capita revenue is : Total tuition revenue / Total number of people. We are told that this quantity is constant. Now , all we are told is that the proportion of outsiders has increased ; can we conclude on the basis of this that the total number of people have increased ? Unless the total number does not increase , how can the total tuition revenue increase to keep the ratio a constant ? Please help ?!?
