The reserve battalions have enough acceptable soldiers, hence there are some soldiers who meet normal requirements for health and marksmanship. With this B, C, D can be eliminated.

The non-underlined portion is in active voice. Hence it is preferable to use active voice in the underlined portion also. With this A can be eliminated.
