The explanation for not being D here says:
"
D) If Mr. Loren is over 70 years of age, he pays no local property taxes in Rayleigh Harbor but perhaps he does elsewhere).
But perhaps he does elsewhere is wrong, as it is given that Mr Frank Loren owns a house in Rayleigh Harbor so he does not pay tax anywhere else. Wrong.
"

But, owning a house is not the same as being a resident. Thus, he could be paying taxes somewhere else.

So, why not D?
