A. the word 'they' can refer to both council members or environmentalists.
B. Same as A
C. the word 'them' can refer to both council member or environmentalists.
D. wordy
E. Correct as 'them' is used forenvironmentalists.
But D not only is wordy but also has the same problem.
“that they participate” has the same problem.
