Not sure where you think you're seeing the past tense here, but, nope. "Are written" is a PRESENT-tense form of the PASSIVE VOICE.
The biggest issue in choice B is that it puts these 2 entire independentclauses inparallel:
Icelandic is one of several Germanic languages that are compact when they arewritten
—BUT—
