The biggest issue i see with (A) is that (A) can apply to both situations
-- At the point of sale
AND/OR
-- At the point of salvage.
Lets say - the disposal fee is 20 $.
All (A) is saying is -- increasing the disposal fee from 20 $ to 30 $ is going to incentivize improper disposal practices.
But that will be the case if 30 $ if applied at the Point ofsale and/or the 30 $ is applied at the point of salvage.
Whenever the new disposal fee is applied, its going to incentivize
