GMAT Sentence Correction (SC) | Many experts regarded the increase in credit card borrowing

The construction "households were confident they" is much clearer than "confidence by households".

However, I am a bit puzzled with the explanation of the question in the Official Guide, which says that "the preposition by does not express the idea that households are confident".

Could someone please clarify or develop this idea further?
