Why can't "Relative clauses" / "noun modifiers" JUMP OVERverbs ?

I ask because "Relative clauses" / "noun modifiers" CAN JUMP over essential prepositional phrases / other nouns ...

Have you just memorized that noun modifiers CAN NEVER jump oververbs ?
