D: treaty of Versailles restricted the German army's size and, in essence, demanded that its numbers be seven times smaller than in 1904 - no more than 100,000 troops

IMO the last part does not unequivocally modify its numbers in the wake of WWI; it can also modify the numbers in 1904. Thus D is ambiguity.
