So much as relates to some minimum amount, where as much as is a comparative expression.
An example. "If you do so much as look at my sister the wrong way, I'm going to beat you to a pulp."
It means anything as small as this.
Whereas if I said, "this guy annoys me, but not nearly as much as the guy who bothers my sister." I'm comparing my verb which is annoys.
