Here, the chances are between "conclusion of + noun " and conclusion that + sentence". Using (conclusion that + sentence( makes the original sentence clearer, IMO. That approach leaves us with options C and E, since A is awkward.

In E, tense usage is wrong. "would have" implies sth that we have not been informed. So, the answer is C.
