In Q3. third option says- "They will increase thenumber of low-income residents in existing cities" while the passage reads- "increasing theconcentration of low-income groups that are unable to provide tax income". Is the difference arising from the meaning, that is number of low income groups increasing means low income group people start settling in existing cities and concentration of low income groups increasing means since high income groups shift to 'new towns' the
