Hi Neha, actually the original sentence does not sayif it is a finished structure ; it saysif it were a finished structure .
This is an important distinction, becauseif it were... is called ahypothetical subjunctive and denoteshypothetical scenarios.
Similarly, D useswould and again depicts a hypothetical scenario. Hence, it is not really changing the meaning
