My Approach to solve this is as follows:

1. We have an opening modifier which modifies Barbara Jordan as an individual. Hence A,C and D can be eliminated
2. Among B and E, E has a wrong usage of "then also later" in the opening and hence we are left with B
3. Read the sentence with option B and it maintains parallelism and modifier rules, hence correct
