GMAT Critical Reasoning (CR) | Re: Preposition 13

The reason i went for B was that it was the only option that did not have an undertone of any bias towards any profit to anyone.


Going through the premise, there is not a single word that seems to convey the author's agreement/disagreement towards the Proposition 13. This means, I need to select a conclusion wherein the author does not show any bias towards whether or not the proposition 13 should be repealed but makes a generic observation, which eventually would be profit to some while loss
