choice C SHOULD BE THE answer, modifier "except for one class in history and one in biology" is modifying the "requirements" or "student"?

i strongly believe it should be the requirements, student completed all the requirements except one, makes more sense to me

choice c - modifier is close to the requirements


The student has fulfilled all of his graduation requirements except for one class in history and one in biology.
