Same problem as B. This is a trap answer if we cram the grammar rules without understanding..we see a word propose, and it triggers subjective - no. The structure here is not that "the firm has proposed that pumps be dug." The structure here is "the firm has proposed installing PUMPS that (referring to PUMPS) trenches be dug - does
