in D differed is used as verb , which is not parallel to determined, which is modifier.
C cannot even stand out because of parallelism, which was.. by ... and differing.




in OA ,determined refering to the entire phase whether it should modify only times , if comma after (local times)would also underlined then
the given oa would be correct
...
