I am a little confused here.

Question is "The conclusion of the argument above cannot be true unless which of the following is true?"
Why is this a "Strengthen" Question Type?

In you solution too, you write for option D -
So, if govt had not passed the law, the profits would have kept climbing steadily. That means, trade deficit bill was the reason.

Hence if this true, then the conclusion is also true. But we are asked - cannot be true. Accordingly, I chose option C. Could you help?
