The question finish with the independent clause "about a third of that is estimated to come from oil and gas operations".
Here, the author is trying to convey that Methane accounts for 11 percent of all domestic greenhouse gas emissions and that a third of "the entire existing methane" is estimated to come from oil and gas operations.
In A) finishing with " 11 percent of all domestic greenhouse gas emissions + Comma" distords the intended meaning by saying that "a third of that 11 percent of all domestic greenhouse emissions" is estimated to come from oil and gas operations, so discarded.
