IMO answer A: 28

If you take out 28 beans from the jar, here are the possible combinations of colours:

In order to check if the stem would stand, we should maximize the number of beans extracted from each colour in order to see if even in that case, we have at least 10 beans from one colour:

You could have 9 beans from one colour, 9 beans from another colour, and 10 beans from the last colour. (in this case we have at least 10 beans from one colour)
