Many Test Takers spend 3 months (or more) of consistent study time before they hit their 'peak' scores. However, from our records, it looks like you only used the EMPOWERgmat Course for 1 month, so it's likely that you just did not put in enough time and effort to have scored higher yet.
If you have not studied since August, then it's likely that some of your GMAT skills have 'faded' a bit. As such, it would be a good idea to take a NEW, FULL-LENGTH CAT (with the Essay and IR sections)
