Understanding the argument -
Mayor: The financial livelihood of our downtown businesses is in jeopardy. Opinion/Fact.
There are few available parking spaces close to the downtown shopping area, so if we are to spur economic growth in our city, we must build a large parking ramp no more than two blocks from downtown. - "Few" means almost near zero. And this is a necessary condition. What is the condition? To spur economic growth, the MINIMUM condition is to build a large parking ramp no more than two blocks from downtown.
Here is what the conditional will look like - Only if we build a large parking ramp no more than two blocks from downtown, then we spur economic growth.
This means, that "spur economic growth" implies "we built a large parking ramp no more than two blocks from downtown."
or "No large parking ramp no more than two blocks from downtown" implies "no spur in economic growth."
