The first sentence of the second paragraph refers to the following in the firstparagraph:

We see that that portion of the first paragraph indicates that "location matters less" than it did in the past.
Then, the sentence you're asking about in the second paragraph poses the following question: If location mattersless than it did in the past, why are there still "clusters" of particularly competitive businesses in certain geographic locations?
