Can anyone explain why option A is preferred over C. Both the options are correct in tenses, but why we have preferred
"statistic overestimates" to "statistics overestimate"??

If you read the portion which has not been underlined, you will see that it talks about "The 2010 American Medical Association's estimate". Here the estimate is singular. The statistic is referring to this single estimate.

Here, if we use statistics, it would not be comparable to estimate. We will need estimates.

Hope this helps!
