Depends on demographics and the pool of the R2 candidates. You are on waitlist for multiple reasons- one of those reasons is potentially seeing whether the pool of applicants in R2 is better suited to increase their class profile appeal. Other reasons exist too but, I would still keep reaching out to students and ensuring to have them advocate for me for active engagement with the community
