A. Usage of which is incorrect. Which cannot modify an action

B. 'coming under' is awkward. The cause effect relationship is better conveyed using past perfect. Has come under strain and therefore actions are required

C. No major issues. Clearly shows both the agreed upon measures. Only suboptimality is that it doesnt say that laying off would be a cause to effect of pushing forward plan of privatisation. Keep

D. Bad choice. Misses main verb for subject

E. This one is slightly tricky to eliminate but becomes much clearer if focus is set to the meaning of the sentence. Laying off is an agreed upon measure, not another action in parallel with agreed upon measures. This is definite because we dont know how agreed upon measures will lead to privatization.

C is correct.
