The explanation for #4 doesn't feel adequate to me. The question seems to be asking us to overlook the part about public apprehensions and focus solely on the positive vision put forth by railroad promoters. It's not clear that we have sufficient grounds to know what the general public reaction would be to this invention. Surely, in a large and diverse population, the reaction wouldn't just be one thing . . .
