Yes, (E) is a weakener. There are no good/bad weakeners - a weakener is a weakener. Very rarely do we see an official question in which the answer option may be the best of the available but may not feel good enough.
Here, option (E) attacks the 'increase in calcium' part of the conclusion. The author says that promoting kale and snap beans will increase calcium intake. Option (E) tells us that people will not be adding these two of their diets. They will be replacing the current high sources of calcium with these two. Well, in that case, will the overall calcium intake increase? We don't know. It certainly casts doubt on our conclusion and hence is a weakener.
