This is giving us an alternative plan (which is irrelevant since we have to focus on whether the plan given in the argument will meet the aim or not) and on top of that, this new plan doesn't even meet the aim. We want to create no new infra such as roads. If we incorporate underdeveloped land, we will need to create new infra.
