Focus on the aim of the plan: denser housing will allow more tax-paying residents to live in City Y without requiring as much spending on new infrastructure such as roads.

When we doubt the plan, we give a reason why the aim may not be achieved.

E. The city could incorporate underdeveloped land to expand its boundaries and make room for more tax-paying residents without subsidizing high-density construction.

This is giving us an alternative plan (which is irrelevant since we have to focus on whether the plan given in the argument will meet the aim or not) and on top of that, this new plan doesn't even meet the aim. We want to create no new infra such as roads. If we incorporate underdeveloped land, we will need to create new infra.
