It is a perfect example of a GMAT trap question.

In these kinds of questions, don't follow the gut or intuition but rather look for hints in the question itself. Almost 100% of the time, the answer will be there !

The question says" Reasonably" infered means in a sensible or moderate way, not extreme.

Lets look at the options 
For Inference questions we don't need to overthink it; it should be present in the passage.

Just by reading it, we can cancel  out B,C, and E.

(A) Many authoritarian rulers would eventually institute democratic reform even if not pressured to do so
(B) Citizen dissatisfaction in authoritarian regimes is highest when authoritarian rule is first imposed - Not Mentioned In thepassage 
(C) Popular support for authoritarian regimes is lowest when economic conditions are weak- Not Mentioned In thepassage.
(D) Absolute power in an authoritarian society cannot be maintained indefinitely if the society does
