Jeez, this is the biggest CR passage I have ever come accross! I fast-read my way through the passage but if I had to summarize, it would be that: Author is trying to answer whether Switzerland is ready for the digital age. Scientific research, conducted at universities, will be essential to bring accross this transformation. The author then talks about about a 'scheme' which might hinder the progress of scientific research in this country. I went ahead with negation technique to determine theassumption.
A. Understanding digital gaps helps the government in analyzing the industry, and society to make informeddecisions.
