If people cheat to obtain rewards for behaving the expected way then we can't say that the threat of punishment is the poorer choice than the lure of rewards. D is the answer as it proves that the threat if punishment is NOT the poorer choice and cites a drawback in the "premise of reward" , showing that people may just cheat to obtain without behaving the expected way.
