1 reason : An & People are clever to avoid punishment while continuing the same undesired behaviour.
Since An & People can cleverly continue undersired behaviour to avoid punishment , the threat of punishment is not a good motivatior.
Assumption : An & People knows how to cleverly continue with undesirable behaviour.
Proove : Threat of reward is a not good motivator for desired behaviour & Punishment can deter underisred behaviour.

(C) Depends on People and Animals ? Degree !!! Out of scope.
(D) Hmmmm, talks about cheating for rewards = Cleverly avoiding punishment + Continuing same behaviour.
