From the passage, it is clear that Bank B was able to get depositors who deposited higher amounts of money (as compared to Bank A's new depositors).

Great. But do we know for sure that Bank B specifically targeted such people? Is it not possible that Bank B did not do any such targeting to get such higher-value depositors. But it so happened that such people ended up coming to Bank B anyway. 

The point is -> We only know that such depositors ended up with Bank B. We do not know if Bank B specifically targeted such depositors. This makes choice E incorrect.
