First, think about the definition of "political power." In this context, "political powers" are the governments of sovereignregions . Here's a sentence using the term in that way: "The USSR was as a formidable political power in the Cold War era, exerting influence across vast swathes of Eastern Europe and Asia."

The passage describes a shift in how "political powers" were shaped -- first they were centered in cities and radiated outward, and later they became more like modern nation-states. (E) strengthens the argument that mapmakers contributed
