If payroll expenditure is the only biggest expenditure to cause a dent then we are ruling out other possibilities by which money can be spent and conclusion that the community colleges can spend more on student services gets strengthened.

IMO:
Option C is correct: S and P universities bear higher payroll costs, so community colleges can apply for higher amount. As a result they can spend more on studentservices.
