Men = 200
Time = 10 months
Work completed = 5/6
Men-months needed to complete the whole work = 200*10*6/5 = 2400 men-months
Men-months completed = 2000 men-months

Time wasted because of suspension = 4 months 

Since half of the work already done is washed away.
Men-months wasted = 1000 men-months

Remaining men-months = 2400 - 2000 + 1000 = 1400 men-months
