Critical Reasoning (CR) | Re: First discovered several years ago in North American lakes and rivers

­For the more esoteric people out there, I was contemplating when would we call such a multi-goal plan successful? 

Plan - Incentives for fishing snakeheads. 
Intermediate Goal - to stop snakehead no's from increasing. 
Ultimate/ Final Goal - to stop snakeheads from eliminating rare nativespecies. 

Situation1 : Intermediate GoalAchieved AND  Final Goalachieved - Plan is successful(obviously)
Situation2 : Intermediate Goal not achieved (snakehead no's are stillincreasing) AND  Final Goal not achieved (snakeheads eliminate rn species.) - plan is not successful. (againobvious.)

Situation3: Intermediate goal achieved (successfully stopped snakehead no's fromincreasing) BUT Final goal not achieved (snakeheads still eliminate rn species.) - I would say the plan was not successful. It did not realize it's ultimategoal.
