This was a hard one but got it somehow.

(A) Chelas and Stelma were at their respective stations at 9 P.M. Can be true. So,out
(B) Stelma left her station before 9 P.M. but Chelas did to. This one had me confused, but would mean that Charles still violated the terms by being lazy, probably watching GMAT Ninja on his phone while Stelma chased the prisoner down. So, can betrue.
(C) Chelas left his station before 9 P.M. but Stelma did not. Can be true as Charles probably left the station while there was no need for them to as remember, Stelma did not violate the rules but Charles did.
(D) A prisoner attempted to escape from Chelas and Stelma’s sector at 7 P.M. and neither Chelas nor Stelma left his or her station before 9 P.M. This would mean both Charles and Stelma violated the rules, so not true as we know she didn't violate anyprotocols
(E) A prisoner attempted to escape from Chelas and Stelma’s sector at 7 P.M. and both Chelas and Stelma left their stations before 9 P.M.
