Take the total revenue for each quarter = 100
Since there are four quarters , the total revenue = 400
35 is the revenue earned by C in Q3.
Hence , ( 35/ 400 ) * 100 =  Required percentage  = 8.75

See , 8.75 is closer to 10 than to 5.

Q3 represents 25% of the annual revenue. Salesperson C contributed 35% of25% , which is 8.75% of the total.

Round up 8.75% to the nearest 5 percent =10%.

NO, that will not be the correct way. You were lucky to get the answer as the answer sought some % of the Q 3, which is exactly 25% of total. You would not get the answer in other quarters as they do not constitute the average of total, that is 25% since 25% 84 = 100%.
